Heat tape question for everyone

Ok so I am rebuilding my rack tomorrow because the one that I am using has many flaws because it was built by my brothers girlfriend and she had no clue what she was doing really. Don't get me wrong she did a very good job but she should have done a few things differently like close 3 sides in and built the rack to fit the size tubs we are using. The shelves also have gaps in them and they need to be solid so we don't have to use the lids anymore. So with that said which do you think is better belly heat or back heat??? Right now I am using uth and want to know which is best so i know what size and what length flexwatt to order. So here is a pic of the rack now and I will take one of the finished product minus the heat tape tomorrow when I am done fixing it.


I am planing on make 2 racks side by side 3-4 feet high that hold 3 tubs each using what wood I have there and getting the rest in the am. So let me know what your opinions are they will be greatly appreciated!!!
