i'm telling you, i saw this as a study over 15 years ago. it was about weather alteration, not population control. the idea was cloud cover can be used to cool the surface of certain areas, effectively changing the weather to other areas (a single butterfly butterfly butterfly....).

ie, cloud cover over a mall parking lot means that much less radiant heat. the study proposed that not only could they alter climate, but they could increase the probability of rain in time of drought.

weird, but they were legit experiments, and did occur.
