The colder the ambient room temps the more energy/heat that is lost to it. So your tubs are loosing heat to the room which in turns makes your hotspot a different temp because now the ambient temps of your tubs are lower. You would need to increase your thermostat to have your flexwatt make up for the heat that is being lost to the ambient temps or raise the ambient temps of the room.
I understand what you are saying What I don't understand is why the thermostat doesn't do the work of going up or down depending on the room temp.If I have the thermostat set to 92 even if the room temp changes why doesn't the thermostat do its job?Why do I have to manually change it?
