You can change the cage 24 hours after birth as they will have a strong bond by then.

It depends on the females IMO. I have a few females that I can move the babies the same do without injury, I have others that even if I wait a week they will kill off a few!

Depends on the colony and how used to your presence they are.
While I do not recommend it I can change cages, picking up the babies hours after birth without any issue.
If one day has passed you should be pretty safe but again it really depends on the female.
