I hate to say this but I suspect because Toledo has a very high percentage of our citizens on public assistance that this company has been pulling this for years here. Why shouldn't they when the government (aka us!) are footing their jacked up bills.

From what I hear, first legal day they can around here, they start flipping off people's gas without notice. I know they have a right to be paid but it's like they are vultures waiting for something to die.
