Place foil over most of the screen, leaving just enough around the light. If the temperatures are too high, remove some of the foil. Keep messing around with it until you have it perfect.
I'd use a light for ambient, the undertank heating pad for the basking.
You can also insulate three sides of the tank with foam board. Cut it to the appropriate size and tape it to the sides and back.
