    Arrow Stunted Growth?

So, I have done some figuring and from what the guy I purchased my BP from said, she has to be between 9 mos. and 1 year old. She is right around 22"-23" long. I do not have a scale so I can't weigh her. She was grossly underfed when I got her she was only getting one pinky mouse per week. This past feeding I gave her a small mouse and she handled that fine. I can feel her bones so I know she is way underweight. My question is this: could her growth have already been stunted to the point where she is going to stay fairly small, or she won't reach her full potential growth wise? Thanks
