Is there any recommendation in how to raise the temps in the lower tub in a rack?

The tstat is already set to 94 I rather not raise it any higher if possible. Hot temps in upper tub reads 92 in some spots, while the lower tub reads usually 88-89. I've been trying to stabilize them all together, but that seems like the closest I can get.

The rack sits in a wooden table and is controlled by a Herpstat.

I have one of the older reptile basics around 2009. Is an older pic, but everything still the same, except I use Aspen now.
