3'' or 4'' Flexwatt for 41 qt tub racks

So I have all the wood cut sizes I need to build my 41 qt rack.. All I need to do is buy the flexwatt and a T-stat for it, but I can't find anyone who has some 4'' flexwatt available... I've tried beanfarm, reptilebasics, and bigappleherp, yet nobody has 4'' available...

Would it be okay to use 3'' for my rack system? Does wattage matter other than the slight increase in my electric bill? I need to build this rack before next weekend .....
