    Is my UTH defective?

Something funny is going on here and I was wondering if anyone here has experienced a defective UTH. I have two identical tank set-ups with Zoo Med 10 gal uth's. Both mats are controlled by a zoo med rheostat. I noticed something was up when one of my snakes was constantly back and forth between hides. So, the problem I'm having is when I shoot the inside of the hot hide with a temp gun I got 100 deg! I moved the hide out of the tank and shot the substrate (papertowels) 1 inch apart and I get 90? After shooting several times I get different readings give or take, 90-100* just 1 or 2 inches apart. I don't know which readings to believe..... 92* Ok its good, 1 inch away from that 101*, Holy hell I'm a terrible person!!

The Ambient air temp is 77-80.

It could also be my temp gun I suppose. When I lay the digital therm. probe on top of the paper towels it's even more drastic (87 degrees after an hour). I don't know if I just was unlucky and bought all junk instruments or if I just need to replace one thing. I would replace everything now if I knew it would be better.
