Heating dilemma for new tank set-up

We have a 10-gal glass tank set up with a UTH (Zoomed 4H, I believe) at one end hooked into a Herpstat ND thermostat. We put in aspen bedding (about 1/4-1/2 inch, and a hide at either end. We also doctored up the cage top according to the recommendations on the forum's sticky (alum. foil, duct tape, etc.) to retain heat/humidity.

The Accu-Rite indoor/outdoor digital thermometer (outdoor probe on substrate in warm side hide, indoor unit on cool side in back of tank) shows a temp gradient, but I can't get the temps to go up beyond 84 degrees in the warm hide. I have increased the thermostat setting to nearly 93 degrees, but am reluctant to turn that up more.

Can anyone see what I am missing that will get us to where we need to be for our baby's arrival later today?! Should I add a heat lamp up top? Please advise.
