I totally agree with you if it weren't for one thing. That kid is required by law to attend the school within the district that he lives--unless the parents move out of the district, home school him, or send him to parochial school, and in that case, the kid will most certainly not be allowed to have long hair.

Nevertheless, all Mesquite kids are legally required to attend school, so regardless, all Mesquite boys are bound by law to conform to some standard coiffure? I realize it's the rule, but it doesn't seem practical.
