I'd turn them in. There is a difference between not knowing and not caring, but it seems like its obvious here that they don't care.

Not to mention this is a person that makes their living off of selling animals - if their income depends on it I'm sure that they know HOW to take care of their animals but its just not cost effective for them.

Please turn them in, don't bother talking to them. I mean - who doesn't know that its cruel to have puppies in a tiny cage that is covered in poop? They know, they just don't care.

Okay, so looking at the dates I'm a little late on this one - what ever happened with it? Did it get shut down?

Turn them in ASAP....just talkin to the owner probably wouldnt even get anythin accomplished....all the bad pet stores around me are Petland Discounts...the PETCO by me is surprisingly caring for the animals...
