The Genetics are Simple Recessive. The Marker is something that just seems to be there on some of them. It is not a proven genetic marker but most any breeder that hatches out a clutch of Possible Het Piebalds will keep the ones with the "Marker" traits. The marker is a black line that runs down BOTH sides of the stomach. Sometimes it is a short line and sometimes it will run all the way up the snakes body while the belly between the lines is clear or all white, but like I said it is not reliable.
I have a female het pied that does NOT have markers, but both of my male het pieds do have the markers. Remember het's are only as good as the breeder who them come from. Anyone one can say a snake is a "het". The only true way to find that out is to prove the snake out by breeding it to another het with those genes.

Thanks Charlie for adding that in. I thought I did... whoops!
