How long does it take for flexwatt to heat up?

Ok so I attached the flexwatt to my Herpstat, set the temps to 92.5 and its been about half an hour and its moving down to 79.2. What am I doing wrong? I'm pretty sure I wired it right. And it's taped to my dresser with aluminum tape.

how is it wired? 79 sounds like room temp...so it isn't wired correctly.

I put the stripped wire in the clamp, clamped it onto the flex, and put electrical tape over it.
