is there a program for converting .BUP video files into...i dunno a decent video file??

I'm not sure about the .bup, but if you used a program to back the files up, you might have to use the same application to retrieve the original video file. But if it's just a copy of the original file with a bup extention added, you can just rename the extension to whatever the original was, be it AVI, MPG or whatever, as long as it's the same file size as the original and doesn't use any special file compression. To test this you should be able to drag the BUP file into a media player and allow it to play the BUP if it asks you that. If it plays you can just rename the extension if you know what kind of file it was. If not you can try all the common video extensions until it plays by double clicking the file.
