The main thing I see wrong here is that the basking lights need to be on one end of the cage or the other, not right in the middle. And if your planning to elevate the basking platform anyway, either cap the hole for the mortar tub and set it up there or maybe use the other end and stack something up starting from the cage floor, like cinder blocks or bricks or whatever. That way the lizard won't undermine the basking platform while digging. The advantage to the mortar tub water area would be the option of installing a drain to make cleaning easier.
Where are we going, and why am I in this handbasket?

Re: Ideas to finish up this cage for my savannah
The basking spot looks like it's in the middle but it isn't. It's at like 75-80% off to the right. The pic makes it look like in the middle. It's also petty close to the back wall.
I was thinking about the digging and didn't want to have her hurt herself. Cinder blocks are a pretty good idea but maybe very heavy. I was thinking of making a small ram from the dirt towards the water basin and spanning a couple of 2x4 across from the water basin to the side of the cage and securing it in with screws. That way she would have more room to dig and still a reliable way to get to the water and heat depending on how the dirt gets moved around

Your basking lights may be towards one end of the dirt area in the cage, but they are still near the center overall. You have a 4' fixture in there which is not quite to the end of the cage, and the basking lights are just inside the end of that fixture that is near the center of the cage. You stated the cage length as 7.5', so that would put those basking fixtures pretty close to center. I'm only bringing this up as it will be harder to get a proper temperature gradient from one end to the other with that setup. If I'm still not seeing something right here, could you please take a shot of the whole cage from straight on, and from low enough the fixtures can be seen, and post it? Not trying to give you a hard time, it's just that something isn't adding up for me here.
