Hi,
Closed sided racks have a different airflow which means the humidity can get higher.
I think your levels are fine personally but what ventilation is in the back of the rack?

I punched a gang of holes in the rear of the tub on the top one to mimic what I did all around the other sides of the top tub. I punched a 1/4 of that in the second tub on all sides. I just don't need no vet visits because of some wacky humidity levels, but if I add any water then just a splash to the tubs humidity shoots up to 65-70% and seems to hold there on paper towels. so now I'm worried about not providing enough water, and to much humidity. The tubs don't have no standing moisture in them, or a funky smell.. besides when my girl goes #2 and nothing feels damp to me.
The rack is enclosed in the back. The RBI 4 Tub Sweaterbox
I have another one of the indoor accurite boxes that you can set down pretty much anywhere and get a reading and It might have been 1-2 degree or 1-2% off in either direction when comparing it's reading to the units in the tub.

I have the same rack and the same problem.
As you already have enough holes, Try using smaller water bowls, I use 3 inches maybe 4? I cant remember the exact size. The wider the bowl the more humidity you will have.
I trying to hit 65% stable humidity as of now. When I used to use newspaper I didn't have this problem, but I'm trying not to go back to that.
