just got my first ball a week ago and it has been hissing and stiffen's up when I rub her along the back I have read to leave her for a week or two to get used of her new surrounds = is this a good idea ??

I have also read that when there eyes get cloudy there are starting there shead ,her eyes aren't getting cloudy but the top of her head is getting a transparent bluish colour is this her starting here shead possibly caused from the stress of moving ??
Yes blue eyes, pink belly, and a bluish tinge to the snake are all signs of an upcoming shed. make sure that the humidity in the cage is above 60% to ensure a good shed. While stress can cause a shed it's more likely that the snake just needs to shed (if she's in fact getting ready to shed)
the guy i got her from was feeding her once a month witch from the info I have gathered is way to long in between feeding 7-14 days is what have learned with leads me to my next question
-how is the best way to get her back on to a normal feeding scedule ??

I would start by feeding every other week to see how things go, then decide if you need to feed more often. It is possible to switch from live to frozen, some BP's go easily while others just refuse to. I would suggest starting by feeding freshly killed rodents for a few weeks then try frozen.
she's about 48 inch long and was told she is about 2 years old she was neglected from her previous owner and was kept in a dark room with just a red heat lamp with little light as well
I'm thinking that she is pretty stressed out and needs time to settle in
