What do you need for a rack setup ? And how do you keep humidity high ? And what's the best substrate to use for racks ?

1) Rack
2) tubs
3) Heating element (Flexwatt/heat cable)
4) Thermostat to regulate heating element
5) Thermometer/Temp gun to monitor temps
6) substrate (aspen/cypress/newspaper/paper towel, etc etc)
7) water bowl
8) hide (optional as the rack itself acts like a big hide)
Lack of humidity usually isn't an issue with a rack/tub set up.
You determine your humidity by how many holes you put into the tubs. Better off to start with less holes then add more as you test out the humidity. Less holes, higher humidity.
A large water bowl also helps humidity. And pushing the bowl over the heating element in the tub will increase the humidity as well.
If you're not getting the right humidity after all that, you can just spray down your tubs daily with a squirt bottle.

This plus the rack and a method to control the temperature of the room that the rack is in (needs to be at least 75 degrees F):
