All too common...
I often check my local classifieds for interesting reptiles that might be available. All to often I see images like the one below from an owner that has obviously lost interest in their animal or never knew how to properly care for them int he first place. It kills me to not be in a position to be able to rescue/re-home them all.
This guy is obviously in the middle of a horrible shed and you can see his comfy heat rock in the top left corner. Just makes me want to pamper him for a few months until i can find him an owner that cares.

What confuses me is when the people can't tell that clearly their animal isn't thriving at all in those kinds of conditions...do they actually think that's the way a snake should look?

I just wont even get started on this...its just plain ignorant and irresonsible...I would love to just tell them off.
Its always the animal that suffers...thats the worst part.

People don't even bother to research an animal before considering getting one snakes take more preparation than a dog or cat i would take him in if it was near me and find a more suitable owner

I have to avoid such places because I don't have a problem calling people out on neglect and I tend to be rather straight forward on my thoughts. I wish we could save them all, but unfortunately we can't.

And people openly mock me whenever I suggest that there should be a test you should pass to own any type of animal. Sure, it would be subjective, but it would stop BASIC problems from causing MASSIVE discomfort/danger to the animals.
You know this snake doesn't even know what a humid hide would look like....
