So I just got a 36qt Rubbermaid for my juvi BP. I have him in glass now but the heat and humidity are hard to control. Humidty in my tub setup I'm testing is pretty much dead on. Heat wise I am having issues. The side with the large heat pad gets to 91 degrees. The problem is the cool side is 65 which is room temperature where I am. The Rubbermaid is not that large that I thought heat would be an issue. Any suggestions?

Heat pads do not effect air temperature, so you will either need to use a heat lamp or Ceramic Heat Emitter.

Tubs need to be in a room that is in the mid to upper 70's to really work well.

Also just to be sure, Is the Heat mat being regulated by a thermostat?

Yes I am using a regulator that I can set a temp and it will try to keep it steady. From all the Rubbermaid set ups I have seen no one has used a ceramic heater over the top of the plastic. Are you suggesting that I used a heat mat and a lamp hanging like 6 inches over the top of the tub? Thank you.

Something like that. I would use a regular heat bulb personally. And yes it should be suspended over the tub.

For a tub, your room temp is really too cold. I would get a space heater to raise the ambient temp in that room.
