Hosting can be fairly inexpensive with GoDaddy. As for writing and designing the webpage itself you have three options;#1 go with a cookie cutter site template from some different providers, #2 hire someone to write and design one for you, #3 try and teach yourself HTML, Java, CSS, and a few other programing languages and write it yourself..

I use GoDaddy and WordPress. I had some trouble getting WordPress to do what I want and I still need to fix some stuff with my web site, but overall it took me 2-3 days to get everything done and now it's fairly easy to update.
Edit: Basic steps to get a web site setup
1.) Get your domain (your web address)
2.) Get web hosting for your domain
3.) Setup your website in any of the ways Freakie_Frog suggested

Re: what a web site
I use Godaddy for hosting and have been pretty happy with them. Just be aware that they will be very pushy about trying to sell you extra domains very cheap, and each one you take will require a separate fees for hosting, and they will also be very pushy about suggesting you to buy extra services you don't really need.
If you are looking for easy website design software, I have been extremely happy with Web Easy Professional by Avenquest. It's affordable, works well and is super easy to use for people without any background or special training in computer programming or web design. I took a Dreamweaver class after having designed with WebEasy (having heard Dreamweaver was supposed to be so great), and I found I really hated Dreamweaver and that it was very rigid and hard to use. I'm sticking with WebEasy and would highly recommend it.
