Well, he is thin. Just not as thin as you made it sound like. At least not from your pictures.
I would go ahead and offer him food on Saturday, then maybe feed him every 5 days until he plumps a little.
To me your idea of quarantine is a little off. I know you keep resetting the clock, but that is still not going to help if you bring in a sick animal and loose them all. I know how hard it is, but you need to stop adding snakes until the 60 days are up.
Just stop and ask yourself how you'd feel if this new snake WAS carrying something and you lost all of your snakes. Not only did you loose your companions, but all your investment as well.
Really, there isn't an excuse for not doing it right. You may get away with it once, maybe a dozen times, but sooner or later it's gonna bite you in the butt, and then you'll be sorry.

He looks thinner in person, especially when he streches out.
As for adding new BPs, I keep telling myself I'm done until the October NARBC when I will get the other 4 morphs I want, but I haven't succeed yet. :/
I'm not worried about losing my investments, it's losing my companions that really really bothers me. After this experience I think my no more snakes until October is going to be much easier to stick to. I don't know what I would do if I lost Lily or Houdini, I love all my snakes but those two are speical.

If you don't want to lose your companions, then you need to stop buying snakes that you can't quarantine. I've talked to far too many people who lost ENTIRE collections because of one sick snake that came in. It only took one story from a friend to realize how important strict quarantine procedures are. Snakes can be sick without showing symptoms for some time, which is why quarantine is necessary. As far as the thin bp in your picture, it is thin as far as bps go, but not unhealthily thin. Just try feeding more regularly if he'll take it to get him up to proper weight. I stopped buying snakes until I had a quarantine DIY rack made. You can make one cheap, I live in a two bedroom apartment also, there's really no excuse.

I'm not trying to make excuses, until now I have not really understood where to draw the line as to when my collection became established. I have plans to setup my spare room as a quarantine room once my collection becomes established. What I was trying to say was that there is no way I could possibly quarantine each new addition in a separate room.
