I'll let some of the seasoned vets give the details but I would read up on what environment is required to make them healthy and happy. If you can acheive that in your location then you are good to go. On another note I could dig living over there...

Hi! The temp outside, is not really important in ball python life. What do you keep your house temps at? I have my balls in a room with it's own little heater that I keep at like 75-78.
The best thing to do would be to go ahead and set up his enclosure, with heat and everything. Let it set for a day, and check temps. Use a heat pad for his hot side (regulated with a thermostat), and after 24 hrs check his cool side. If it's too low, you can just add another heat mat on the cold side, just put it on a thermostat or regulator of some sort and turn it way down.
It will probably take a few days to get temps just right, but it's possible. And, yes, feeding frozen would be fine. They are just as nutritious as live. But heat it up a lot, not just a little. Use a blow dryer after it's thawed out.

i have seventeen to nineteen degrees in my room. i cannot keep it warmer or ill blow the electricity xD

Or go to one of the retile expos. I dont know where in Sweden you live, but thers going to be a expo in Norrköping May 7. You can find more info on repti.net
