They all grow at a different rate and many factors are involved such as the individual itself, prey size, feeding frequency, whether or not the animal fast or eat with consistency etc.
Most important is that the animal is healthy and has a good body weight 
Though 400 grams at that age is on the runt side.
If being fed appropriate size prey weekly and the animal is not putting on weight than I would recommend to have a fecal done.
If not fed appropriate size prey I would recommend feeding the right size and having an heavier feeding schedule for a while.

Then again I dunno when in '09 the breeder hatched her. Is it possible she's a late '09-er? I don't know if you can breed at any time of the year or if they stick to a certain season/month(s).

I hatched out my clutches in Aug., Oct.,Nov.,& Dec.

Hm, then it's quite possible that she's just a little over a year old... In which case it might make more sense that she's around 400g.
(I think she knows she's getting fed today. She's usually in her box but today she's in her log with her head out of one of the side holes, watching me. It's adorable! haha)

I have a female that hatched on August 31 2010, and she's over 400 grams. Then again she has never missed a meal, and if I have one snake that doesn't eat, she'll take it.
