Hmmm... Doesn't really look like belly rot to me, if it is it's really mild, but did you maybe try any new cleaning products or new bedding in his enclosure?

So if someone had some sorta oil based lotion on their hands and handled the snake could it cause this?

Sometimes, yes. Depending on the oil and on how sensitive the snake is, as well as how much oil was on the hands.
If there was hardly any on the hands of the handler, I wouldn't worry. But if they just put their hands in the oil solution then handled the snake, well...

I am not sure what it is but I have seen something like that on one of my snakes before and it went away with it's next shed.

could have been a number of things, from damaged scales from the last shed to pretty much anything at all. if it went away with the shed, your snake's probably fine but double check all your husbandry to be sure that wasn't the root of the problem.
OP: Perhaps just try to use the mildest stuff you can for cleaning, make sure the husbandry is correct and hope it goes away with a shed. If it starts to get worse, I'd say a vet visit is in order.

Oh don't worry about my snake. That happened forever ago. It's been great ever since. It was just something I was mentioning. Thanks for the info and show of concern though.
