    I would say its the opposite. Cypress mulch has a natural moistness to it which makes it not very dusty at all.

    You could use newspaper

    Just mist it a few times a day depending on what humidity you need. the paper stays wet for awhile so it just keeps humidity well, even with a lamp

    (I have like 7 layers of newspaper, if I mist well it will hold humidity at 70 - 75% for a few hours even with the heat lamp on)
