    To make a silver streak

I was just wondering if I breed a killer bee to a black pastel would I have a chance at producing a silver streak? Or would I need a black pewter with the killer bee to have a chance at a silver streak?

No. Both parents would need to have at least one allel for the Pastel gene and at least one of the parents would need an allel for the Black Pastel gene.

A Killerbee (Super Pastel Spider) x Black Pastel pairing should yield:
1/4 Pewter Bee (Pastel Spider Black Pastel)
    1/4 Bumblebee (Pastel Spider)
1/4 Black Pewter (Pastel Black Pastel)
    1/4 Pastel

That pairing would give you a chance at Silver Streaks (Super Pastel Black Pastel).

A Killerbee (Super Pastel Spider) x Black Pewter (Pastel Black Pastel) pairing should yield:
1/8 Super Pastel Spider Black Pastel
1/8 Pewter Bee (Pastel Spider Black Pastel)
    1/8 Killerbee (Super Pastel Spider)
    1/8 Bumblebee (Pastel Spider)
1/8 Silver Streak (Super Pastel Black Pastel)
1/8 Black Pewter (Pastel Black Pastel)
    1/8 Super Pastel
    1/8 Pastel
