Cold Snake
I have two hides. One on the warm, one on the cold. Both are identical.
Temps are 78-82 and 94-99
Humidity is between 48% and 56%
Greg seems to only go to the cool hide and feels cool to the touch. Why wouldn't he use the warm hide?

Probably because the warm side is a bit too warm I would recommend 88-92, 94 max for he warm side.

Why is your temp that high on the hot side? Should be 90-94...99 is a bit extreme and could be your big problem.
Second, how big is the enclosure? You never mention.
Fix the high temp, and then if he still stays put something over him, like newspaper to provide another hide that goes between the two hides. (so that he feels safe leaving his hide)

enclosure is a custom, sized between a 10g and a 20g and i measure my temps with an acurite

Set your temperatures to the recommended 89 (min)-94 (max) and see if that helps.
If not, cover the whole tank so he feels safer to move around.

Your ball python should feel slightly cool, not warm or hot. Your hot side realy should not be hotter than about 92.

temps are reset, hes chillin on the warmer side now.
