2 females in a 20 gallon should be fine, in theory. That said, my lone female lives in a 20 gallon long by herself. Really, they're better off housed singly, simply because then you never have to worry about dominance issues, feeding issues, health issues when one gets sick, etc.
If you really want to house them together anyway, it's best to have separate housing available in case any of the above problems occur, which would mean that you could just house them separately anyway.
As far as how many could live in a 40 breeder goes, that would really depend more on the floor space than anything else. A 20 long is 30 inches by 12 inches, or 2.5 square feet, and can reasonably house 1-2 leos, maybe 3, but IMO that'd be pushing it. A 40 breeder is 36 by 18 inches, or 4.5 square feet, so I'd say 3-4 leos there.
Mountain bikes are for slow people, and reptiles are far better pets than cats & dogs!

As long as you never have more than one male, you shouldn't have to worry about dominance. Four leo's should be just fine in a 40 breeder. I would recommend though that you provide more hides (unless you have large hides like the caves). You should have at least three hides in your 20 L now. Two on the hot side and one on the cool side at a minimum. Ideally, the two hides on the hot side should be exactly the same. My two females preffer different types of hides, so I happen to have two different ones on the hot side. They don't like it when I take one away for cleaning.
Main reason for the hides is that if one gets stressed in the single warm hide, she'll go to the cool hide just to be more comfortable. Also make sure you see them both eating. One of mine isn't very good at hunting so if I drop a bunch of crickets in the viv, the good hunter may get them all before the other has a chance to get one.
And as olstyn said, make sure you have a plan for when one or more gets sick. They will need to be separated.

Re: new to Leo Geckos
I'm not a fan of housing them together at all. Some folks do and some don't, I'm a don't.
That said, a 20 is too small for two adults IMO...put them both in the 40 and call it happy. That would give you and them plenty of room and I just don't see the need to cram as many as you can into any given space, I believe you are just asking for trouble.
