When I first got him they kept him in some type of rack. He seemed really cool (cold) then and since I have had him he seems much warmer than that first day. Just wondering if the screwed up or I am.

Your BP should never feel 'cold' to touch, but cool to the touch is alright.
Sometimes they like to sit ontop of their UTH and warm up a bit, especially after eating. As long as your BP isn't cold to the touch and there is a heating source in the enclosure, you're ok.
Alex their are several variables to your question, It would depend on your skin temp, And if the snake was on the hot or cold side of his tank. And your humidity, If he is wetter than you he will almost always feel colder than you even if he is not
