I've been thinking about doing that I may do a separate one, that way if anyone wants the sharper outline, rather than a blurred, they could use that.
One thing though Nate....do you know how exactly I could set that white outside border so it fits all image sizes without coming up too short or too long from the edge of the transparent black border?

I think I understand what you're saying.
Create a new layer
Fill it with any color
Drop the Fill (not Opacity) to 0%
Apply a Layer Style - Stroke
Set the Stroke position to Inside
Increase the size to what ever size you want.
The difficult thing will be adjusting the stroke based on size. if you put a 25px stroke on an 800x600 image, it will look like what you've already done. However, if you apply a 25px stroke to a much larger image, and then resize it to 800x600, that 25px stroke will turn into a 5 or 10px stroke. make sense?

Does Adobe 6.0 use Actions? If you look where the history window is, right behind the history tab should be an actions tab. If theres one there, I don't see why not
