What kind of substrate is he on? I don't think it's scale rot at all.
Just looks like a bit of rub on the side of the head which can be from shedding or from exploring the new enclosure.
The belly just looks like a bit of shed stuck under the belly scale, possibly with some discolor from the bedding.
I'd just try and enjoy him from a distance for a bit and let him keep settling in.

he is on hemp bedding, because the humidity in my house is naturally around 60-70% and his enclosure is usually at 55% with no misting. i was planning on switching it to coco husk or mulch depending on which i can find for cheaper... just because i dont want the substrate to get soaked again. he does also have a humidity box with moss inside.
you might be right about the rub, i didnt consider it.. he shed right behind the humidity box between the pvc walls which is a really tight spot
