It's the little green square below your avatar. You can add/subtract from other user's reputation by clicking the scales icon below their avatar.

but when i click on it - it doesn't do anything... although it does say i am welcome around here if i just hold my mouse on it...

so is that it? or am i missing something

You don't click on the square.. it's just there to tell you what your reputation is. Click on your own scale icon to see how many points you have. Click on others' scale to add/take away points.
