Need a question answered about a UTT heat pad, please take a look...
Just got one of those UTT heaters. I don't want to stick it to the bottom just incase I ever want to move stuff around and plus for easy cleaning. Should I still remove the protective plastic or is it safe to leave it on and still have the pad pluged in?

I would remove the cover and stick it to a starter spot, leave it in place for a while (until it needs it first cleaning). then after you remove it and clean it really well, it isn't that sticky anymore and easy move around as needed.

DONT REMOVE THE PAPER ON THE ADHESIVE!!!! doing so and then removing breaks the small carbon resistors and it will develp hotspots, not heat evenly or just not work as all. I woudl just leave it on and adhere it with some foil tape..

Yes, foil tape does wonders. I had one that, in time, its stickiness wore off. I stuck it on with the metal foil tape ane we are all-good.
