In my experience yes. I bred easterns and butlers for years. They're usually incredibly snappy at first but after a few times handling they seem to calm right down.
I personally think you shouldn't get a wildcaught snake, obviously we started from wildcaught, but it causes a lot of stress (not to mention the possible diseases and what-not, plus aggression) and seeing as there's plenty of captive bred snakes out there (including garters) I see no reason for it.
That being said, I've captured garters (and a couple water snakes) and kept them for brief amounts of time and then set them free, they adjusted well for me and I had fed them worms. (I was young and not very smart, okay, and I was hiding them from parents. Oops.) I was never bit.
Going out and catching them and immediately setting them free has always been a fun time for me.
