My ball python's tail is bleeding!
I wiped my hand over her tail and i noticed scales on my fingers. Then I noticed she was bleeding
she had recently shed too
is it scale Rot?

I don't know what's going on, but it looks like that snake needs to see a vet. Bleeding from the vent isn't abnormal during shed, but I don't think that's what's going on here. If you saw scales on your hand as well... yeah, I would see a vet immediately.
Also, is it just me, or does anyone else see an odd bend in the tail right before the bloody area?

To me it looks like the tail got crushed/pinched pretty good.I would take to the vet.

Looks like stuck shed on the tail, maybe multiple layers. Over time it can dry out, constrict the tail, cut off circulation, and cause an infection or necrotic tail.
Bump up the humidity and try soaking your snake to see if you can remove the stuck shed ASAP. Also make a vet visit, those red streaks look like the start of an internal infection.
Whenever your snake sheds always check the eyes and tail tip, those areas are critical.

I would agree it looks like multiple layers of stuck shed on the tail.
