Things like water heaters will heat a small enclosed space easily (too much even) you can look around and locate the 'snake' room close of including something that will provide heat that runs anyway. I have a small chest freezer for snake food that I keep in the snake room which serves the same purpose. Before it was in there I used to run a heater in that room but now it's not necessary.
Frame up wall sections out of 2×2 and put 1 1/2" foam insulation in them. Put more foam on the bare concrete walls. The insulated panels can be attached to each other and the ceiling with screws, and you just need one hinged section to use as the door. Combine that with either the cardboard cieling (great idea BTW) or more foam. You could even panel the wall sections with something like 1/8" ply and paint it. Then whenever you move it could be taken down quickly, and maybe even used again.

Oh I forgot about the foam board insulation, its not that expensive either, that is exactly what I will use. thanks
I will also have my deep freeze down there, its not for feeders but does put off some heat and I could put the vent so the heat goes into the snake area..
