Heating racks system
I'm having trouble with the ambient temps in my lower rack shelves. Heat rises and all that so everything about the level of the radiator style space heater stays a perfect 80, but the lower two shelves stay around 75. Thoughts? Ideas to change this? Would RHP work on just those two shelves?

Where are your racks located in the room? Are they elevated off the ground at all?

Heat travels up
If you want to solve this issue and make it more even you will need to have the air moving to avoid hot spots (same principal than in an incubator)
A simple fan should work.
Of course also make sure that your probe is place on the middle shelf of your rack if not already.

Sounds to me like you need fan in the room to circulate heat better.

I use a carbon hepa filter in my snake / rodent room, doubles as a heat circulator too. You could always use multiple controllers, even up to one per shelf for precise temps. A fan would be cheaper LOLOL

I run my top layers and lower layers on different probes on the t stat. My room is in the basement so the temp between floor level and 6' off the ground is 10/degrees
