The True Legal State of Boas and pythons in NYC?

So, as far as I know, it is apparantally illegal to sell, or even own(to my knowledge) a Boa or a Ball Python. But something that has me curious, is this law enforced as much as Jay Walking in New York City? I've known plenty of people who flaunt Ball Pythons and Boas around, even in front of Police, but do not get fined or some other things(These snakes however were not monster sized). I would like to know, under the law, what happens to someone if the police do decide to take action? A fine and then thats it? Or confiscation?

And sorry accidentally posted to wrong section(i think)
