Found on the sidewalk at work

I have heard of snakes around here but in the year I have been on site I haven't seen one. Port Newark New Jersey is just not the place I would expect to see snakes. One of the employees while walking came across this little one and called me knowing I keep BP's. I have seen comon brown's, garters, and corns around but this one was a very light beige. I wished I had my phone for a better pic. It's head was really small and black and it appeared to be flattened to absorb heat from the sidewalk. Stil I moved it away into the bushes since it was right outside of the door of the office building on site. Any suggestions as to what it is?

Yeah I wished I had my phone but he said he had pictures. Funny thing was I walk out of my office into the main lobby around 3Pm and low and behold there was a small garter trying to cruise across the marble flooring (luckily noone else saw it first). Picked that one up and brought it out to the pond. Been there a year and haven't seen any now two in one day. Thanks for the info I will look into it as I haven't seen one like that before and I have lived in some rural areas in nj.
