No signs of mucus in her waterbowl or smeared on cage furniture?
Does she sit for extended periods of time with her head raised and her mouth open?

Take a Qtip and open her mouth, (put in sideways) and look for mucus or unhealthy color in throat. If not the whistling may be nearing a shed.

If it's not a shed issue (some can whistle *before* a shed, its not always related to obvious nostril obstruction), it's most definitely an impending RI. Mucous can be a later symptom, as congestion leads to excess mucous. I'd recommend upping your ambient temps in the meantime and keeping your eye on her.
Check for any moisture or mucous around her eyes too.
