In New Hampshire, ASFs (Mastomys natalensis) is a controlled species as it is not listed specifically in the non-controlled list and would, therefore, require a permit.

At this time it would not be legal to import or possess an African Soft Fur Rat. It currently is not listed on our controlled species table. If you wish to apply for a permit to import and possess this animal you would be required to fill out an application form along with a letter explaining why you would like to possess it and a history of the animal. You would also be required to provide a current health certificate for the animal. The executive director would then look at the application and determine whether it can be imported and possessed. Which is the correct answer. It is a maybe because it is legal if you have the proper permits and illegal if you don't. So, maybe you can get approved in the permitting process and you can have a few.

But, more than likely, they just don't know.

I would most definitely say so, but I was more referencing in general. The good majority of animal related laws are based on fear and ignorance, not science.

New Hampshire is one of the better ones. They list the ones they know for sure are okay to have and everything else is a case-by-case basis (which means you can go provide them with scientific research to have one).
