Is reading the whole thread too much to ask?

It seems like this happens a lot around here:

A thread is started and someone has a problem with something posted. Everyone gets into a little fight about it, things get resolved and apologies are exchanged. The thread moves on. A page later someone posts in regard to the original post that ruffled everybody's feathers, clearly having only read the first page, if that of the thread. They bring up the problem again, re-visiting a long dead issue.

Is it really that hard to read the whole thread before responding? I have noticed certain people around here that like to do that a lot and it seems to be getting worse recently.

Does this irk anyone else? Those of you that do it, is there some point? It just seems to be laziness/some need to cause drama.
