It looks like flea bites?! Will a flea even bite a bp? I don't know but I wouldn't be loaning to them again!

I would guess it is from way too high humidity and a really dirty tub. It might be some sort of fungal or bacterial infection if the shed didn't help it. You might have to get him to the vet for antibiotics. This is just a guess so hopefully an expert will chime in. Good luck!

Does any of the other snakes that were in the care of the person you loaned it to has these spots? It they are just a discoloration then I would just keep an eye on them to see if they increase in size. I would keep it on paper towels like I see in your pics. This will help you in detecting any kind of bugs or bleeding! If they do get worse or look like they are bothering the snake(like not eating) then I would take it to a qualified reptile vet for a check up! Wish you the best of luck!

Verrry strange! Could it be some kind of stain, like from rusty water? Or an unsupervised child with a sharpie marker? If you could get closer pics of some of the spots, with some crisp detail, I'd be very interested in seeing them.
EDIT for another question: What did the person who did the breeding say about the spots???

Yes I'd like to know if they noticed the spots and or what they're explanation was for these spots when you got him back. Personally I'd be really po'd. But I have a feeling it's more of a bacterial/fungal thing like scale rot. Any chance he
