If you do get a terrible rep, call and speak to management, and ask for a new one. More specifically ask for one who has done this process before.

Here's my rep, she may be able to guide you in the right direction:

EDIT by JLC: I have edited out the phone number. I would suggest that you send a PM with the phone number to the individual you'd like to give it to. Ms. Qualls might not appreciating suddenly receiving dozens or even a hundred phone calls from random folks curious about the certification process.

Joe - I have an account rep - and I was just certified in the last month. I too was using SYR and RE and dragged my feet on getting certified.

I guess the definition of "Business" according to FedEx is the real question at hand.....

No. As long as you ship your package from a business (like Kinko's/FedEx hub etc) to a business or to a FedEx hub you're fine.
So - in my case, I drop off at my local hub and I'm fine (or just hand it to a FedEx driver if you see one making the rounds).

That makes sense.....unfortunately all of my customers want the package sent to their house!

I ship to residences all the time, and get them shipped to me with no problem..
