Linux is simply a very open base platform. They use it for every thing from web-servers to phones. Because of this you have to alter the os to run.... Whatever. Linux while very stable is somewhat barebones and again isn't hardware specific. For instance you can run your home pc with Linux or a web server. With mobile OS you face the issue of needing something that will operate htc product, motorola, ect. So they are either telling the makers of the device how to build their product to work with android or they are developing a totally different OS for every single device. Now trying to alter these multiple version of a base OS to run the same UI on a totally different type of product.

In short they designed it from the start to be a phone OS and Apple didn't they designed a tablet OS and built a phone to run it. Totally different approaches that's all.
