Where to complain about the Lacey Act proposal
Remain polite, spell-check your work, and let them know how this will impact you and why you have the opinion you do:

I don't know about this one. Looks like a phishing page to me. I could be wrong, but I think I'll pass.

For purposes of submitting comments, some agencies may require that you include fields such as your name and e-mail address on the comment form. This information is forwarded to the department or agency directly and is not permanently stored on Regulations.gov. Any fields that will be viewable online are indicated by a ~ symbol to the left of the field when you enter your comment.
Regulations.gov does collect information in a summary format that is used to make improvements to the system. The statistics we do collect include IP addresses, browser types, operating systems, visited pages, search terms entered, and other similar data.
Sounds like phishing to me.

Have at it. Log in and give them whatever information is on your computer. I'd rather not.
Good Day!

Re: Where to complain about the Lacey Act proposal
I guess your voice will never be heard by the government, then--because there's no means for you to say anything to them without their asking you who you are, where you are, and other various details about you.
Your opinion is meaningless to them if they don't know who you are.
As for their collecting information about my operating system--if you visit my website, I do that too. It's part of my stat counter. Do I actually care? No, not really, but the info is there. If people have problems with the site, and I notice they're all people using the same operating system, I have a better chance of fixing my site to work with them.
People spend too much time worrying about who's collecting information about them, without actually stopping to ask themselves whether they actually care if anyone has that information.
