Ambient temp question

So my hoggies ambient temp is a little lower than it should be as it's winter. Hes in a 3 litre RUB. I have no idea about heat lamps etc as I've only ever used heat mats so how do I go about setting up a heat lamp/CHE, what's the best option for a small plastic tub like this?

The main things I'd like to know are:
1) is a CHE safe to use with a plastic tub (regulated by a thermostat)?
2) Does the distance between the bulb and enclosure matter if its connected to a thermostat?

Thats odd. It's just a tub with the CHE rigged to hang over it from a shelf bracket.
